The Measurement Map -
Linking Training to Strategic Goals
In this session, you will learn an evaluation process to link learning programs to business outcomes and strategic goals. A Measurement Map is a causal chain that links a learning program to outcomes by identifying existing metrics in the learning and business ecosystem. Participants will learn to identify efficiency, effectiveness, and business metrics that can be used to prove and improve the impact of the learning program or course.
Scott Weersing, Director of Learning Analytics at GP Strategies
Scott has over 10 years of evaluation and measurement experience where he has partnered with clients and stakeholders to evaluate the impact of learning and development programs on workplace performance. Scott has partnered with clients to build and execute an evaluation strategy to demonstrate the efficiency, effectiveness and impact of training programs.
Prior to working at GP Strategies, Mr. Weersing developed the evaluation strategy for five training groups at CVS Caremark by creating goals and benchmarks for learning programs by aligning LMS and business metrics to business outcomes.
Scott has also worked as performance consultant to solve business problems with training and non-training interventions targeted at closing the gap between current and desired state. Scott was awarded the ISPI Award of Excellence for Outstanding Human Performance Intervention in 2013 for work at Amerigroup.
U.S. Coast Guard Assessment, Inspection,
and Audit Validation Process
The Assessment, Inspection, and Audit (AIA) governance system was established to provide guidance for United States Coast Guard personnel to follow when categorizing, validating, and conducting compliance activities at Coast Guard units. This presentation showcases the AIA Validation Process which encompasses categorization of Coast Guard compliance entities enterprise-wide, and the execution of program risk assessment, checklist development, beta testing, and annual and quadrennial reviews. First piloted in early 2016, validation training sessions are conducted monthly at U.S. Coast Guard Base Portsmouth. To date 38 AIAs have completed the training and 19 of those have been validated. Validations are scheduled through third quarter 2019. The impact of implementing the AIA Validation Process is an average burden reduction of 75%. This reduction comes about through elimination of redundancies, strict ties to policy, and direct linkage of checklist items to controls that mitigate risk.
The AIA Validation Process was selected as a recipient of the 2019 ISPI Awards of Excellence for Outstanding Human Performance Intervention. The team will be presenting at the ISPI 2019 Annual Conference.

Book and Idea Exchange
Our colleague, friend, and planned presenter for June has been called away to tend to something that needs tending and will not be able to join us on Thursday. So while he is taking care of what he needs to, we will do something to care for ourselves and look forward to seeing his presentation in the Fall.
As we prepare to take a break for the summer, join us for this highly engaging session where you can build a summer reading list. So while you are stretched out poolside or at the beach relaxing your body, your mind can play with some new ideas.
Please bring a book that you are willing to part with that you think others may enjoy as a way to expand their thinking in the realm of improving performance. It should be something that will help them be a better practitioner of performance improvement, more easily navigate their organization; manage their business better, improve their interactions with other people; etc … You get the idea. We will all draw for ‘new’ book.
Also be prepared to talk about other books or resources you can’t part with that you would recommend your fellow HR-ISPI-ers check out as well. We’ll take turns giving a brief synopsis of the book or sharing how it made a difference for you.
This session is about sharing information so get creative about how and what you want to share (e.g., tools, handouts, job-aids, whatever!) We look forward to seeing you.
Measuring Impact: Did We Make A Difference?

In this session, we’ll take a look at some theories, practices, challenges and successes in determining how well an organization’s efforts actually deliver on purpose and mission.
Our focus will be on mission-directed organizations as they have a particularly interesting challenge: recipients of their services generally don’t provide familiar market feedback such as revenue, referrals or repeat business.
Practitioners at all levels will have an opportunity to develop and share some approaches to measuring impact and societal consequence.
• Participants will be able to describe a process for linking purpose and mission to impact and consequence.
• Participants will be able to create and leverage a matrix to guide impact-based decision making and action taking.
• Participants will be able to identify and use potential measures of direct impact, indirect impact, and impact contribution.
Mark Bowers helps leaders make a distinctive, sustainable social impact. He has over 30 years in leadership and management of government, business and information technology efforts including a full career as a US Navy submarine officer.
After escaping the corporate workforce, Mark established Lighthouse One to leverage his passions in strategic planning, coaching and performance improvement for the benefit of leaders trying to make a difference.
Mark is a volunteer leader for ISPI, including ISPI's 2019 Award of Excellence Committee Chair, 2017-2018 Chapter Partnership Committee Chair, and Past President of the Hampton Roads ISPI chapter. He is a credentialed coach, a trained facilitator, and a volunteer caseworker for the Navy Marine Corps Relief Society.

Bernd Haase is President of The Alternative Board - Hampton Roads and Allen Training Centers. Since 2016 Bernd is applying his extensive skill set to help Hampton Roads’ Executives and Managers to elevate their abilities and be more successful.
Bernd graduated from Fachhochschule Dortmund/Germany (University of applied Science and Art) with a B.Sc. - Mechanical Engineering and an MBA. He is married and has two adult daughters.
